When comparing Cigna LocalPlus vs. Open Access Plus, the main difference is network size. LocalPlus uses a smaller, local network of doctors and hospitals in select service areas, so premiums and deductibles are often lower. Open Access Plus uses Cigna's large national network, which gives you more choice but usually costs more. Neither plan requires referrals. Cigna says LocalPlus can save employers up to 18% in total medical costs compared with a similar OAP plan.
- LocalPlus uses a local, limited network in 30+ service areas. OAP uses a national network.
- Neither plan requires a primary care provider or referrals.
- LocalPlus includes Away From Home Care for in-network coverage when you're temporarily outside your area.
- LocalPlus can cost less, but only if your doctors are in its network.

Network Size and Your Doctors
LocalPlus networks include fewer doctors, specialists and hospitals. That's how they keep costs down. So the most important step is checking your doctors before you choose.
Search the Cigna directory using the exact network name on your enrollment materials. Then call each office to confirm. Our guides to checking if a doctor is in network and the Cigna provider network walk you through it.
Check your hospital, not just your doctor. If your preferred hospital isn't in the LocalPlus network, a surgery or emergency stay could cost far more than you expect.
Coverage When You Travel
With Open Access Plus, the national network goes where you go. With LocalPlus, in-network benefits apply in your service area. However, Cigna's Away From Home Care feature gives nationwide coverage at in-network costs when you're temporarily outside your LocalPlus area.
Emergencies and urgent care are covered on both. Even so, families with kids in college or members who split time between states usually do better on OAP.

Which Costs Less?
In most cases, LocalPlus does. Cigna says premiums and deductibles can be lower than OAP and PPO plans because of the smaller network. In addition, Cigna estimates employers can save up to 18% in total medical costs, though savings aren't guaranteed.
Still, the cheaper plan only saves money if it covers your care. One out-of-network hospital bill can erase a year of premium savings. Compare costs using in-network vs. out-of-network costs, or call 888-730-6001.
